Virgin America allows you to bring two pieces on-board as carry-on baggage. This is one piece of carry-on baggage, plus one personal item. Virgin America calls this the 1+1 rule.

The personal item is smaller than the carry-on baggage, and must fit either under the seat in front of you, or into the overhead bins. Examples of personal items are as follows:

A handbag or pocketbook,
Coat or wrap,
Umbrella or walking stick,
Camera or binoculars,
Briefcase or laptop computer case,
Infant bag,
Infant/child safety seat used to transport the infant/child. (If the child has a reserved seat and will be using the safety seat during the flight, it must be a Federal Aviation Administration (FAA) approved safety seat.)
